Project 2025: An Anti-Gender Promise to Upend Foreign Assistance and Multilateralism

The Heritage Foundation’s Project 2025 Presidential Transition Project (Project 2025) is the far-right’s game plan to dismantle democratic norms in the United States and redirect US foreign policy and aid. Project 2025 would carve up the federal infrastructure, dissociate from customary international relations, and upend the historical government balance of power in favor of executive control. This report focuses on the damage Project 2025 would have on overseas development assistance and international cooperation. Any future administration that uses the Heritage Foundation’s recommendations would have ruinous consequences for SRHR, global health, and multilateral engagement. Civil society should prepare for significant reductions in U.S. foreign assistance without being able to rely on support from progressive bilateral governments. Bilateral and other donors, in turn, must attend to the anticipated funding gap for U.S. foreign assistance and develop coordinated responses to U.S. anti-gender policies abroad, including the reimplementation of the Global Gag Rule and the US rejoining the Geneva Consensus Declaration.
